Pour soup and 1/2 cup of water in a large pot and bring to a boil. Add potatoes, lower the heat and simmer until potatoes are cooked through - about 30 min.
Once potatoes are cooked through, puree the soup with an immersion or stand alone blender until smooth. For extra silk texture pass through a sieve.
Let soup come to room temperature and then chill before serving. Divide among 4 bowls and sprinkle with chopped chives.
